These applications exceed military standards and optimize and exceed current CJIS/FBI encryption and authentication regulations.
Homeland Security Requirements – Security & Encryption “EncrypTAC” –
During the past three years GTV has been developing a complete public safety solution to meet the Criminal Justice Information Sharing (CJIS)/Federal Bureau of Investigations (FBI)/Department of Public Safety (DPS) requirements for mobile data communications. Our success can be seen in the installations that are currently running encryption and two factor authentication from mobile data terminals in vehicles. The New Mexico State Police Department of Public Safety, Tesuque Tribal Police, Santa Clara Tribal Police, Rio Rancho Police Department, Roswell Police Department, Valencia County Task Force are only the beginning. Isleta Tribal Police, Las Vegas Police Department, Taos Police Department, Taos Tribal Police and others will soon be utilizing our EncrypTAC Solution for communications to the State of New Mexico switch.
Through our Radio IP (www.radioip.com) products line, GTV can provide FIPS-140-2, Triple DES, and AES encryption communications from the mobile terminals to the server or from the end user server to the State Switch. This covers all type of communication bands (i.e., Satellite, 802.11, 800 MHz, CDMA, etc.). This encryption methodology exceeds the currently stated FBI 2005 standards for encryption. This method is already employed by Chicago Police Department, North Carolina State Police and over 100 other agencies throughout the US. Our Radio IP Solution exceeds the current FBI standards and will remain ahead of the technology curve to insure leading edge encryption now and for the future.
Two-Factor Authentication –
GTV with its strategic partner ActivIdentity (www.actividenty.com) and in conjunction with Radio-IP have developed a single solution for meeting the CJIS/FBI/DPS security requirements for wireless communications. The EncrypTAC solution exceeds all of the current regulations for Wireless Communications. The second factor authentication provides and meets the requirements of CJIS 2005 regulations for two factor authentications.
Satellite Communications –
GTV has explored the different types of satellite communication available for those users that are in remote areas that cannot get CDMA, 800 MHz or other conventional communications support. Currently there are two specific technologies that can be employed. First is the high geosynchronous orbit satellite that requires a 45 degree view of the Southern sky. This form of communication turns out to be costly and takes too much transmission time. The Second form of satellite communication is from GTV’s strategic partner, GlobalStar (www.globalstarusa.com/en/). This communication requires a view of the sky and is covered by 32 LOW orbit satellites covering the earth. Transmission time for a typical “28/29” is about 3 to 5 seconds (round trip) and costs are on a per second rate. This provides cost effective response to the communication problems experienced by remote area users of other satellite options.
Standard Communications –
GTV provides CDMA communications through a variety of providers depending upon the coverage needed for the area. We investigate the best “Footprint” of coverage from the available providers and then recommend that service to the end user. We then meld the CDMA cards with the user hardware and provide the blended system that will best fit the requirement.
GTV in partnership with Coban Technologies, provides state-of-the-art mobile data computers and digital video recording equipment for the public safety, utility and military community. The Coban TopCam II System (www.cobantech.com/coban) is designed as a high performance standalone mobile digital video recorder with a rich set of features. It is suited best for departments that already have an in-car computer installed. Coban also provides MDC Integration software that can be installed on the in-car computer allowing the officer to use the in-car computer to control the recording unit. Coban’s video capture solution is the most feature-rich solution in the industry. Our goal is to be able to fulfill the video capture, transfer, storage and management needs of all departments with a scalable, efficient and cost effective solution that is tailored to their individual requirements
After several years of research and testing, GTV recommends either the Itronix (www.gd-itronix.com/index.cfm?page=Products:Notebooks) ruggedized laptop or the Coban Technologies System for Public Safety and Homeland Security (PS/HS) users. This Itronix laptop was used in the 9-11 disaster by the responding fire departments. In the news clips, it was seen being hosed off by the fire fighters leaving the fire scene and continued working throughout the entire disaster recovery scenario. GTV has employed these units in our public safety customer locations and highly recommend this as the unit of choice for the PS/HS user. The Coban Technology System combines a rugged solid mounted system including a front and rear camera system.
GTV has partnered with Information Technologies, Inc. (ITI) (www.itiusa.com) to provide the latest .net public safety software available. With the ITI Public Safety Framework, the end user has the ability to employ CAD, Records Management, Mobile Patrol, Courts and Jails and a full array of query report writing and management reports. With the ITI software product suite, the users can utilize the modules needed for their operation. The system is expandable to accommodate from the smaller departments to the mid to high end user. Pricing is also predicated upon the size of the department and the usage requirements under a subscription agreement, or the system can be purchased outright. For those very small departments, ITI has provided their Software as a Service (SAS). This service is provided to Police Departments that have less than 15 officers. ITI will host (On their servers) your Data and the programs to assist you in running any of the suite of applications available from ITI. The SAS system is the most affordable methodology for those departments that cannot afford to have their own servers and software.

It is important that we have a good sense of how your project fits into the philosophy and mission of your business, agency, or you as an individual. The need that your proposal is addressing must also be documented. These concepts must be well articulated in your proposal. Funders will want to know that a project reinforces the overall direction of an organization, and they may need to be convinced that the case for the project is compelling. You should collect background data on your business or intent and on the need to be addressed so that your arguments are well documented.

You will not be able to pin down all the expenses associated with your project until the program details and timing have been worked out. Thus, the main financial data gathering takes place after the narrative part of the master proposal has been written. However, at this stage you do need to sketch out the broad outlines of the budget to be sure that the costs are in reasonable proportion to the outcomes you anticipate. If it appears that the costs will be prohibitive, even with a foundation grant, you should then scale back your plans or adjust them to remove the least cost-effective expenditures. Bottom line is that we need to know how much money you need when we begin the search for a resource and it is subject to change as details become available.
We will provide you with a checklist of information needed which may include cost estimates for your project, copies of blueprints and/or plans for your project (to be returned to you), financial disclosures pertinent to this project, staffing of personnel (if applicable) and more.
We will draft an outline to grasp the nature of the grant that is needed. We will search for grant resources from private corporations and foundations and other resources such as may be available.
When we locate one or more resources, we will write the final draft of the grant request using the format demanded by the grant resource(s).
As a grant researcher, we will write, prepare and/or search for grant resources on your behalf, but we cannot sign the grant applications or its associated certifications or assurances. All signatures required will be the applicant’s responsibility. Submittal of the final grant package will be your responsibility. We accept no liability for information supplied which is error.
